ISLAMABAD: President Pervez Musharraf announced in a televised address to the nation Monday that he had decided to resign after nine years in power to avoid the threat of impeachment.

"After viewing the situation and consulting legal advisers and political allies, with their advice I have decided to resign," a grim-faced Musharraf said, backed by Pakistani flags and a portrait of the country's founder.

"I leave my future in the hands of people."

Musharraf made the shock announcement after denying that any of the impeachment charges against him could stand and launching into a lengthy defence of his time in power.

"Not a single charge in the impeachment can stand against me," Musharraf said.

ISLAMABAD, Aug 18: President Pervez Musharraf began his address to the nation at 13.13 PST at the President’s House in Islamabad, saying “Today is a day of an important decision for me.” Proceedings began with recitation from the Holy Quran at 13.10 pm. President Pervez Musharraf said the nation is aware of the crisis it is going through. He said ‘when I assumed charge nine years ago the country was about to be branded a failed state and a terrorist state. He asid assumed charge with the aim of rescuing the country. In the last nine years I have tried my best to serve the country to the best of my ability… during confrontation with India, 9/11 and its aftermath and the devastating earthquake.’

‘In all these crises we stood up thanks to the Grace of Gof and saved Pakistan from the crises. In handling the problems the sole aim was the well-being of the people and the safety and security of Pakistan. I have taken part in two wars which Pakistan fought… [The coalition government] They deceived the people. Never did they realize that they may win against me but how adversely the contry was affected did not concern them. Economic decline and energy crisis we’re experiencing is being attributed to my policies. I would like to put some facts before the nation, especially the economy. The economy was doing well, in fact very well before Deb 2007. he GDP growth was 7 percent. Revenue collection had reached $1 trillion. The KSE index was around 15,000 points. All these indicators are of reight months ago. Pakistans economy was poised to take off. How did the economic probkem start all of a sudden? Why has the stock exchange lost 5,000 points. Why has the rupee lost almost 30 percent of its value?

Surely, the present economic crisis is owing to rising oil prices and similar other developments on a global basis. But it is wholly incorrect to put blame on these global factors alone. It is our own failures during the last 8 months. Power Sector: We were producing 14,000 MW in June 2007 but are now producing just about 10,000 MW. Why? In a nutshell, the people are being fooled. Let us now look forward to find solutions to take the country out of the woods. During the past nine years, we addressed all sectors and accelerated development in the country. In these 9 years , we constructed several roads and bypasses and worked on several other developmental projects. You can see for yourself how much we have done including all the dams that have been constructed (such as the Mirani Dam). Several canals are also being constructed. These developments will help irrigate 3 million acre fields in the country.

There was massive industrialisation during the last nine years. There was a lot done for higher education. Nice universities from different foreign countries had agreed to set up campuses in the country. In the health sector primary and secondary healthcare was given priority. Safe drinking water was a sector that was addressed on priority and 6000 water purification plants were set up. Women were given political empowerment and now you see a lot more women in eh assemblies. Honour killing was discouraged and Hudood Ordinance laws were revamped. The minorities were given opportunities and culture and heritage was given due importance.

Democracy: We incorporated the essence of democracy into the system through a highly progressive Local Bodies system. Anyone harming it will harm Pakistan. We held two successful general elections. Global Image: We introduced Pakistans true image all over the world which proves the success of our policies.

I’m proud of all the achievements. If you look at the donor’s conference, we were given 6.5 billion dollars in donations when we needed 5 billion. I’ll come to the current economic scenario now. From the beginning, I wanted to create a reconciliatory atmosphere in Pakistans politics on a personal and institutional level. I talked about the 3-phase transition to democracy in Pakistan. The third phase was achieved last year when I doffed my uniform and held free and fair elections in Pakistan. After the elections, people had hopes from their leaders in the govt. Pakistanis have been looking forward toward prosperity and stability in the political atmosphere.

Is unfortunate my appeals to strive for reconciliation and a resolution of economic issues facing the people went unheeded. Some sections of the political forces chose confrontation rather than reconciliation. The President’s office was accused of conspiring against the new democratic setup. You should remember it was I who held free and fair elections. Look at the PM’s election the coalition setup in Sindh. The opposition cooperated with the govt. in getting the budget passed. I have publicly announced my support to the govt. I have offered the govt. my services. Unfortunately the coalition govt. thinks me a problem and wants to impeach. What are they scared of and why do they want to do this?

Impeachment and Charge-Sheet is the right of the Parliament. But I am confident that no charge can be proved against me. All my actions were for the good of the people and the country. All my major decisions were the consent of all concerned and all stake-holders, e.g. services, bureaucracy, civil society, etc. I am not at all worried about the Charge-Sheet because nothing can be proved. But the larger issue is what isit going to cost Pakistan – its economy, political and social order, honour and prestige of the highest office of the state. Such are the considerations upper-most in my mind.

Whether I’m impeached or nto, the country’s stability will be compromised. The office of the president will also be insulted. Pakistan is my love; now and always, my life is for Pakistan. I have defended and will continue to defend Pakistan. I want to be able to bring Pakistan out of the current crisis so I think perhaps should do something. But I also do not want to do something that may generate uncertainty in the country. I also want to save the Parliament from horse-trading. Even if the impeachment is defeated, the relations between the President’s office and the coalition govt. will not heal. Institutions will be endangered. Therefore, with this situation in view and having consulted my legal and political advisors, I have decided to resign from my post.

I have decided to resign from the office of President and my resignation will be handed over to the Speaker of the National Assembly. I want the people to be the judges and let them decide my fate. I am a human being and may have committed follies.

Pakistan's president, Pervez Musharraf, today announced his resignation after robustly defending his record.

Expectations that the former army chief and firm US ally would go had been mounting since the coalition government, led by the party of the assassinated former prime minister Benazir Bhutto, said this month it planned to impeach him.

In a televised address to the nation, he defended his decision to impose emergency rule late last year, claiming his political opponents would have made matters worse for Pakistan.

He said Pakistan had always been his priority, and that he had imposed emergency rule in order to save the country from crisis.

Musharraf said his policies had improved the economy and women's rights, and laid the ground for democracy.

"People have said my policies over the past nine years have been wrong - they were wrong," said Musharraf. "My critics must not make things worse for Pakistan.

"Some elements acting for vested interests have made false allegations against me. Everything I have done will have long-term benefits for Pakistan."

Musharraf, who seized power in a 1999 coup but has been largely sidelined since his rivals won parliamentary elections in February, had for months resisted calls on him to resign.

Facing an imminent impeachment, Pakistan President Pervez Musharraf today announced his resignation maintaining that he wanted to avoid the country being put into instability and confrontation.

"No impeachment or no chargesheet can stand against me.... But I think this is not the time for individual bravado... This is the time for serious thought.

"In the interest of the country, I have decided to resign. The resignation will reach the National Assembly Speaker shortly," the 65-year-old former army chief said in an emotional internationally televised address.

Musharraf's decision brings to an end a bitter confrontation between the presidency and the five-month-old PPP-led coalition government that has been gunning for him since its victory in the February 18 elections.

With his announcement, all speculation about his putting up a fight in Parliament has ended but still it was not clear whether he would be given any immunity while he stays in Pakistan or a safe passage.

Pervez Musharraf (Urdu: پرويز مشرف) (born August 11, 1943), NI, HI, is the twelfth President of Pakistan. Previously, he was Chief Executive of Pakistan as well as former Chief of Army Staff of the Pakistan Army.[1] On 18 August 2008, in a nationally-televised speech, he announced his intention to resign as President of Pakistan.

He seized power in 1999 by effecting a military coup d'état and has suspended the constitution of Pakistan twice since then. After announcing his intention to combat extremists, Western countries (including the United States and the United Kingdom) have switched from sanctions to active support through military and monetary aid. He took power on October 12, 1999, ousting Nawaz Sharif, the elected Prime Minister, dismissed the national and provincial legislative assemblies, assumed the title of Chief Executive and became Pakistan's de facto head of government, thereby becoming the fourth Army chief of Pakistan to have assumed executive control. Later in 2001, Musharraf appointed himself to the office of President of Pakistan.

On November 3, 2007, only days before a bench of the Supreme Court of Pakistan was to decide on a petition challenging the constitutional validity of his re-election as president in the controversial October 2007 elections, he, as Chief of Army Staff, suspended the constitution, jailed several justices and lawyers of the supreme court including Chief Justice Iftikhar Muhammad Chaudhry, ordered the arrest of political dissidents and human rights activists, and shut down all private television channels.[2] On November 3, 2007, Musharraf declared a state of emergency in Pakistan which lasted until December 15, 2007. During this time, the constitution of the country was suspended.[3][4]

On November 24, 2007, the Pakistan Election Commission confirmed his re-election as President.[5]

On August 18, 2008, Pervez Musharraf resigned from the post of President of Pakistan under impeachement pressure from the coalition government.

Early life
Pervez Musharraf was born on August 11, 1943 in Nahr wali Haveli, situated in Kacha Saad Ullah Mohallah, Daryaganj in Delhi, British India.[6] He is from a family of civil servants. After Musharraf's grandfather, Qazi Mohtashimuddin, retired as the commissioner of undivided Punjab he bought Neharwali Haveli in the old walled city of Delhi where Musharraf was born. The haveli, with its high roofs and arches, is believed to have been the home of a "Wazir" (Minister) in the court of Bahadur Shah Zafar — the last Mughal emperor of the 18th century.[7] After partition, Musharraf's family migrated to Pakistan where his father, Syed Musharraf Uddin — a graduate of Aligarh University — joined the Pakistan foreign service and later retired as Secretary of foreign affairs. Musharraf's mother, Zarin, received her master's degree from the University of Lucknow in 1944. She recently retired from the UNO agency in ISB.

He revealed in his memoirs that he was critically injured after falling from a mango tree as a teenager, and he considers this his first direct experience with death.[8]

Musharraf attended Saint Patrick's School, Karachi, graduating in 1958, later attending Forman Christian College in Lahore. He also participated in a certificate course for media management from Delhi university.[8]He is said to have been good in mathematics during his student days.

Musharraf is married to Sehba, who is from Okara. They have a son, Bilal, who was a graduate student at Stanford University and currently works in the Silicon Valley, and a daughter, Ayla Raza, who works as an architect in Karachi.

In 1961, he entered the Pakistan Military Academy at Kakul, graduating 11th in his class. He was commissioned in 1964 in the Artillery Regiment. Later he joined the Special Services Group and was posted to Field Artillery Regiments. A graduate of the Command and Staff College, Quetta, and the National Defence College, Rawalpindi, Musharraf is also a graduate of the Royal College of Defence Studies of the United Kingdom. Musharraf revealed in his memoirs that in 1965 he was charged with taking unauthorized leave and was about to be court-martialed for it, but was excused due to the war with India.[8]


Indo-Pakistani wars
Musharraf participated in the Indo-Pakistani War of 1965 as the 2nd Lieutenant in the 16 (SP) Field Artillery Regiment. His regiment saw action as part of the First Armoured Division’s offensive in the Khemkaran sector, as part of a major offensive against the Indian Army, the Pakistani army advanced 15 miles (24 km) into India and it was in the town of Khem Karan that Musharraf wrote his first letter to his mother during the war "proudly saying that I was writing from India".[8] However despite the initial success and possessing a quantitative advantage and significant superiority in armour,[9] the 1st armoured division (labelled "pride of the Pakistan Army") suffered a "crushing defeat" at Khemkaran, which became known as "Patton Nagar" or graveyard of Pakistani tanks.[10] By all accounts the vital advance failed at the Battle of Asal Uttar, as Pakistan lost a golden opportunity to make major strategic gains, and was a turning point in the war.[11][10] His regiment was later moved to the Lahore front which was threatened by the Indian Army, according to Musharraf "Having stabilized the Lahore front, we were ordered to move again to the Sialkot front. This was where the famous tank battles of Chawinda were fought. At the end of the war this sector was to become a graveyard of Indian tanks.".[12] During the war Musharraf was noted for sticking to his post under shellfire,[13] towards the end of the war an Indian shell hit one of the artillery guns of Musharraf's unit and set it on fire, according to Musharraf whilst everyone else took cover, he followed by another soldier "dashed to the blazing gun" and removed the "hot shells" one by one and "threw them to safety on the ground" - for this he received an award for gallantry and was promoted to the rank of captain.[12]

Later, in the Indo-Pakistani War of 1971 he served as a Company Commander in the Special Service Group (SSG) Commando Battalion. Originally scheduled to be flown to East Pakistan along with other SSG troops, he was redeployed in Punjab as war broke out and all flights over India were cancelled. He later admitted that he "broke down and wept"[8] when he heard the "disgusting" news of Pakistan's unconditional surrender to India.[14] Later he commanded Regiments of Artillery, an Artillery Brigade and then an Infantry Division. In September 1987, he was instrumental in giving orders to a newly formed SSG at Khapalu base (Kashmir), which launched an assault and successfully captured two intermediate posts, Bilafond La in Siachen Glacier, before being pushed back.[15]

On promotion to the rank of Major General on January 15, 1991, he was assigned the command of an Infantry Division. Later, on promotion to Lieutenant General on October 21, 1995 he took over command of 1 Corps, the elite strike Corps. In 1998, following the resignation of General Jehangir Karamat, he was personally promoted over other senior officers by Prime Minister Nawaz Sharif, as an obedient officer and took over as the Army Chief of Staff and Chairman of the Joint Chiefs of Staff.

Role in Kargil Conflict

From May to July 1999, Pakistan and India were involved in the Kargil Conflict, an armed conflict between the two countries in the Kargil district of Kashmir. It was planned and executed during General Musharraf's term as the Pakistani Army Chief of Staff under Prime Minister Sharif.

Sharif has claimed that Musharraf was solely responsible for the Kargil attacks.[16] On the other hand, Musharraf claims that the decision was made by Sharif, who was under United States pressure. Ex-CENTCOM Commander Anthony Zinni, and Sharif, have stated that Musharraf requested that the Prime Minister withdraw Pakistani troops from Kashmir.

Musharraf's role in planning the Kargil attacks was criticized by one British journalist for showing "a shocking lack of strategy."

Casualties on both sides had been particularly heavy in Kargil. Musharraf had good relations with Jehangir Karamat from whom he took over the command. Soon after the coup, one of the first to be appointed as minister was journalist Maleeha Lodhi who was close to Jehangir Karamat. Also recruited was Shaukat Aziz (who served as the country's Prime Minister later) who volunteered to improve the economy. Western banks rescheduled Pakistani loans, which had been subjected to economic sanctions since Pakistan conducted atomic testing.

Pervez Musharraf resigned from the Army on 28 November 2007 in an attempt to regularise his position as President.
