as salaam o alikum bro . and here is the hadeeth's

To start, see following from Mufti M. Taqi Usmani:

There are many Ahaadith that have been narrated on the virtue of the 15th of Sha'baan. One of them is the narration of Sayyiduna Mu'aadh ibn Jabal (ra) that Rasulullah (saws) said, 'Allah Ta'ala turns to his entire creation on the fifteenth night of Sha’baan and forgives all of them except one who ascribes partners to Him and one who harbours enmity in his heart.' (This Hadith has been recorded by Imaam Tabrani in his Mu’jamul Awsat Hadith6776 and Mu'jamul Kabeer vol.20 pg.108-109)

Imaam ibn Hibbaan (RA) has classified this narration as Sahih (authentic) and has included it in his book – al-Saheeh. (see Sahih ibn Hibbaan vol.12 pg.482; Hadith5665). Hafiz al-Haythami (RA) has mentioned that all the narrators of this Hadith are reliable. (Majma-uz-zawaaid vol.8 pg.65)

Besides this narration classified as Saheeb by Imaam ibn Hibbaan, there is another classified as sound by Haafiz al-Munzhiri (RA) in his al-Targheeb (vol.3 pg.459). This narration is of Sayyiduna Abu Bakr (Radhiallaahu Anhu) and is recorded by Imaam Bazzaar (RA) in his Musnad. In fact, Hafiz ibn Hajar (RA) has also classified one of its chains as Hasan (sound). (al-Amaalil mutlaqah pgs.119-120)

Besides the above, there are many other Sahaaba (ra) that narrated Ahaadith regarding the merit of this night, such as: Abu Hurayra (Musnad al-Bazzaar), Abu Tha’labah (Shu'ubul Imaan), Awf ibn Maalik (Musnad al-Bazzaar), Abdullah ibn Amr ibn al-Aas (Musnad Ahmad Hadith6642), Abu Moosa al-Ash’ari (ibn Majah Hadith1390; Shu’ubul Imaan Hadith3833) and others. The collective strength of these narrations cannot be refuted.

The general virtue of this night has been accepted by many great Ulama of the past. From among many great scholars which have agreed to the virtue of this night are: Umar ibn Abdul-Aziz, Imaam al-Shaafi'ee, Imaam al-Awzaa’ie, Attaa ibn Yassaar, Imaam al-Majd ibn Abdul-Aziz, ibn Rajab al-Hanbaliy and Hafiz Zaynu-ddeen al-Iraaqiy (Rahmatullaahi alayhim) – refer Laylatul Ma'aarif of Hafiz ibn Rajab pgs.263-264 and Faydhul Qadeer vol.2 pg.317

--->In fact, Hafiz Ahmad ibn Taymiyah has said, 'As for the middle night of Sha'baan, there are various narrations that have been narrated regarding its significance and it has been reported from a group of the Salaf (predecessors) that they performed Salaat in it individually, hence, such a deed cannot be disputed.' (Majmoo' al-Fataawa ibn Taymiyah vol.23 pg.132)<---
if u want i can also give u speech on SHAB-E-BARAAT (In light of hadeeth's) given by DR.TAHIR-UL-QADRI
THANKS

Qadri Sahib, Pakidil Sahib, et al.

First, I would like to thank you in giving me the opportunity to research this subject more. There were many thing I learned in this process.

I spoke to my teacher (Mufti Umer) who studied under Mufti Taqi Usmaani Sahib.

The partial article posted by Pakidil is actually written by a Mufti Sahib from South Africa.

Following is the complete article:

The 15th of Shaban
There are two extremes in regards to this issue. One goes to the extent of making it into a celebration with fireworks and parties, while the other considers it a bid’ah.

Many Ahaadith have been narrated extolling the virtue of the 15th of Sha'baan, some of which have been referenced below. This is why Ibn Taymiyah has stated in his book “Iqtida Sirat Mustaqeem” that it is safe to conclude from all the Ahadith narrated in this regard that this night does carry some merit. Amongst them is the narration of Sayyiduna Mu'aadh ibn Jabal (Radhiallaahu Anhu) that Rasulullah (Sallallaahu Alayhi Wasallam) said, 'Allah Ta'ala turns to his entire creation on the fifteenth night of Sha'baan and forgives all of them except one who ascribes partners to Him and one who harbors enmity in his heart.' (This Hadith has been recorded by Imaam al-Tabrani in his Mu'jamul Awsat Hadith6776 and Mu'jamul Kabeer vol.20 pg.108-109)

Imaam ibn Hibbaan (RA) has classified this narration as Sahih (authentic) and has included it in his book – al-Saheeh. (Sahih ibn Hibbaan vol.12 pg.482; Hadith5665). Hafiz al-Haythami (RA) has mentioned that all the narrators of this Hadith are reliable. (Majma-uz-zawaaid vol.8 pg.65)

Besides this narration classified as Saheeh by Imaam ibn Hibbaan (RA), there is another classified as sound by Haafiz al-Munzhiri (RA) in his al-Targheeb (vol.3 pg.459).

Besides the above two, there are many other Sahaabah (Radhiallaahu Anhum) that narrated Ahaadith regarding the merit of this night.
3) Sayyiduna Abu Hurayrah (Musnad al-Bazzaar Hadith: 3551),
4) Sayyiduna Abu Tha'labah (Shu'ubul Imaan),
5) Sayyiduna Awf ibn Maalik (Musnad al-Bazzaar),
6) Sayyiduna Abdullah ibn Amr ibn al-Aas (Musnad Ahmad Hadith6642),
7) Sayyiduna Abu Moosa al-Ash'ari (ibn Majah Hadith1390; Shu'ubul Imaan Hadith3552) ,
8) Sayyiduna Ali ibn Abi Talib (Ibn Maajah Hadith: 1388; Shu'ubul Imaan Hadith: 3542,
9) Sayyiduna Abdullah ibn Umar,
10) Sayyiduna Uthmaan ibn Abil-Aas (Shu'ubul Imaan Hadith 3555),
11) Sayyidatuna Aaisha bint Abi Bakr (Shu'ubul Imaan),
12) Kathir Ibn Murrah (Shu'ubul Imaan Hadith: 3550) (see Ajwibatul Mardiyyah vol.1 pgs.325-332).

The collective strength of these narrations cannot be refuted.
The general virtue of this night has been accepted by many great Ulama of the past. From amongst the many great scholars who have attested to the virtue of this night are: Khalifah 'Umar ibn Abdul-Aziz, Imaam al-Shaafi'ee, Imaam al-Awzaa'ie, 'Attaa ibn Yassaar, Imaam al-Majd ibn Taymiyah, ibn Rajab al-Hambaliy and Hafiz Zaynu-ddeen al-Iraaqiy (Rahmatullaahi alayhim) – refer Lataiful Ma'aarif of Hafiz ibn Rajab pgs.263-264 and Faydhul Qadeer vol.2 pg.317
In fact, Hafiz ibn Taymiyah has said, 'As for the middle night of Sha'baan, there are various narrations that have been narrated regarding its significance and it has been reported from a group of the Salaf (predecessors) that they performed Salaat in it individually, hence, such a deed cannot be disputed.' (Majmoo' al-Fataawa ibn Taymiyah vol.23 pg.132)

Imaam 'Ataa ibn Yasaar (r.a.) –the great Tabi'e- said: "After Laylatul Qadr, there is no other night in the year that is more viruos than the middle (15th) night of Sha'baan" (Lataaiful Ma'arif, pg.197)
Hafizh Ibn Rajab (r.a.) has quoted Imaam Shafi'e (r.a.) to have mentioned that du'as are accepted by Almighty Allah on the 15th of Sha'baan. (ibid, pg. 196)
All of the above sufficiently confirm the significance of the 15th night of Sha'baan.

However, it must be noted that no particular type of worship has been prescribed, thus one should perform whatever worship possible individually without believing it to be sunnah or wajib.
And Allah Ta'ala Knows Best

So while I do believe about this night of 15th Shabaan, I also believe many innovations have been associated with this night over the period of time. For example the fire crackers, Majlis of speeches, (waa'az and taqreers), juloos, burning of incenses, having khatm Quran gatherings, mehfil of naa'aat, etc.

Dear Pakidil, You left the last 2 paragraphs of the original article out on your post. The last paragraph is the essence of this article. Respected Mufti Sahib, who authored this article gives his jurisdiction that there is no particular isbaadat associated with this night. Hence to associate a particular activity or ibadat with this night will be an innovation.

You left out the last paragraph of this article which I see as the conclusive FATWA So the (incomplete) article you posted of Mufti Sahib from South Africa speaks for itself that while this night has validity, no particular Ibaadat has been advised by Rasool Allah S.A.W for it. So to perform an ibaadat at this night and considering it to be Sunnah of Rasool Allah S.A.W (He did or advised for this night), or thinking it is waajib is an innovation.

I will post Mufti Taqi Usmaani's article on this subject Insha Allah.
